Work will force companies to publish their vacancies

The Council of Ministers has given a ‘green light’ this Friday to the draft of the employment law, which aims to increase the labor insertion of unemployed people through, among other measures, the conversion of the State Public Employment Service (SEPE) into the Spanish Employment Agency, a state platform where all job offers in the country will be grouped in real time and in which public administrations and private companies must communicate their job vacancies.

This was announced by the Second Vice President and Minister of Labor, Yolanda Díaz, given the need to “modernize” this body, since there is – she said – “academic consensus” in “a negative view of employment policy and policies active in our country “. “I know
It is an exercise in transparency that will improve access to employment and, in addition, to effectively monitor the needs of the labor market “, he stressed in the press conference after the Council of Ministers.

According to Díaz, one of the “enormous deficiencies” in the current labor market is that “there is no single system of offers in the country”, something that is intended to be corrected with the creation of this new Spanish Employment Agency, which aims to modernize the SEPE, digitize it and thus “gain in speed and agility”. “Public employment services are no longer intended only for the unemployed and they are designed for society as a whole “, he added.

In this way, the Ministry of Labor will oblige private companies to notify that agency of job vacancies. “With a simple visualization we will be able to know what are the offers that are being promoted in real time in the whole country”, Diaz pointed out. Likewise, this initiative will allow the Government know exactly what entrepreneurs are looking for, according to the description they make of the workers they need.

The draft is now open to public consultation, to later negotiate with social agents and the autonomous communities, and finally go to Congress, to finish outlining it and agreeing on it with a majority of parties. The forecast is that the new employment law enter into force from the second half of 2022.

Personalized tutors for job seekers

The idea is that in addition to the job placement of unemployed people, public services are a useful instrument for companies and active workers who want to change jobs or re-qualify their skills for their professional future, Díaz has assured. Therefore, and in order to offer a more personalized attention, there will be a basic portfolio of counseling, training, mediation and counseling services for employment.

Spain’s commitment to the European Commission is to have 7,000 counselors to serve a million people, a kind of “tutor” who will provide job seekers with individualized attention throughout the training and professional itinerary that has been designed to improve their employability.
