Torra proposes activating a forum for debate on the Catalan Constitution

The new plan has four axes: a cohesive Catalonia; a prosperous, responsible and sustainable economy; a democratically strengthened, free and just society; and a Catalonia open to the world.

The president of the Generalitat, Quim Torra, presented on Tuesday the Government Plan for the XII legislature with two outstanding points: it aspires to a full four-year term, and to activate a Social, Civic and Constituent Forum that serves to “begin to lay the foundations for a future “Catalan constitution.

When presenting this government plan after the Executive Council meeting, he specified that this Social, Civic and Constituent Forum will depend on the Ministry of the Presidency, led by Elsa Artadi, and will seek the involvement of all Catalan citizens, with mechanisms that have not been detailed.

He has also ensured that he will seek the necessary alliances to approve the Catalan Budgets for 2019: he has said that the potential partners of the Government are the CUP and the comuns, and that he does not plan to try to join the PSC, neither Cs nor PP.

Torra hopes that before October 15, the forum’s driving force will be operational, which will have a “broad, plural, very diverse” composition.

The president of the Generalitat has explained that this forum will have “delegations in all the veguerías” of Catalonia.

4 axes, 1,000 measurements

The new plan of the Government has four axes: a cohesive Catalonia; a prosperous, responsible and sustainable economy; a democratically strengthened, free and just society; and a Catalonia open to the world.

To comply with them, it has assumed that the Generalitat will have to influence 22 areas of action; 93 objectives; more than 1,000 concrete measures and more than 30 monitoring indicators, and it has concluded that everything will revolve around three values: “Freedom, culture and talent”.

Torra does not believe that prisoners should ask for clemency

The Catalan president has assured that he “does not contemplate” that the imprisoned independence leaders should request a pardon from the Government, since, he has said, “it would be to accept that they have committed a crime” and they “are not guilty of anything” and not they have to “defend themselves against nothing, but to accuse the State.”

October 1 celebration

In addition, Torra today appealed to the Catalans to commemorate October 1 as a “day of victory”, without a “nostalgic or sentimental look, not even outraged” by “the police truncheons and charges” to avoid the celebration of a referendum in Catalonia.

In the presentation of the Government Plan for this legislature, Torra stressed that on October 1 of last year “the Catalans peacefully and democratically confronted the Spanish State to exercise their right to self-determination”, so it must be commemorated as one ” Vindictive diada “.

Torra has made an “appeal to the people of Catalonia” to “mobilize before the months ahead”, with the prospect of the trial of the pro-independence leaders by 1-O.
