The Anti-Corruption Prosecutor’s Office has opened investigative proceedings on 13 contracts acquisition of sanitary material by the Government that they were denounced by a PP deputy of the Madrid Assembly after this same Prosecutor’s Office began to investigate the contract for the purchase of masks from which the brother of the regional president, Isabel Díaz Ayuso, received.
In a decree made public this Friday, to which RTVE has had access, the Prosecutor’s Office announces that the investigation proceedings are directed at the seven allegedly “favoured” companies with “independence of the awarding body”: Playbol Plastic Industries, Business Management and Support Solutions, FCS Select Products, Member of the Tribe, Weihai Textile Group import & export co, Hyperin business group, and Sigital Solutions Yellow Pages, now Beedigital.
most of the contracts for this sanitary material were awarded by organisms dependent on the Ministry of Health which was then directed by the current leader of the PSC in Parliament, Salvador Illa, although other departments such as the Ministry of Transport, Mobility and Urban Agenda, Inclusion, Social Security and Migration and the Interior are also involved.
Anti-corruption excludes any participation of registered persons
Anticorruption, as happened in the case of the contract that concerns Díaz Ayuso’s brother, excludes any “ab initio” participation of qualified persons, what would determine that the competition is yours to investigate these facts and not from the Supreme Court Prosecutor’s Office.
In fact, the Prosecutor’s Office refers to the decree by which investigative proceedings were opened about the contract from which he received Tomas Diaz Ayuso after denouncing it by the parliamentary groups of the left in the Madrid Assembly.
The Prosecutor’s Office considers that decree “extrapolated to this one” and, as with these complaints, it also sees fit with this “the practice of some proceedings that, without initially targeting natural or legal persons, allow confirming or ruling out the criminal significance of the denounced facts”.
The PP denounced links between companies and members of the Government
“The common thread in the exposition of the facts that make up the irregularities” that have been denounced, exposes the Prosecutor’s Office, are “the linkage of each of the companies with the different public administrations and the lack of verification of the concurrence of the minimum requirements for the formalization of contracts”.
The PP complaint links the award of several contracts with the “friendship” or bondsfor example, with Illa or with the then Minister of Transport, Jose Luis Ábalos, and refers to the fact that some activities of the winning companies are not related to the object of the contracts. They also link the award to a company due to its relationship with the parents of the Prime MinisterPedro Sanchez. Among the documentation provided, they point to several news items published in the media.
However, Anticorruption maintains that the PP has not contributed “nothing” to demonstrate these relationships between companies and members of the government “except for the reference to publication in various media However, it has provided various documents related to the contracts “obtained from the Public Sector Contracting Platform, the National System for Advertising Subsidies and Public Aid, as well as the Contracting Service of the IT Management of Social Security”.
