“He was rushing at the police.”

Police quickly erected a cordon around the building and people in the surrounding properties were asked to remain inside their properties.

The householder said: “We were just told to stay indoors.

“We’ve not been given a signal to come out from homes yet by cops. The street is still taped off for now and there are lots of police around.

“There are two fire engines at the flat on fire. I can’t believe it. It’s normally very quiet here bar the odd boisterous child out playing.

“The fire crews wouldn’t go near the building at first because of the guy. He appeared to be holding two knives.”

Another resident said the man began trying to attack police after using a rope to exit the property: “He used a rope to come down.

“This is just off the scale bizarre. I’ve started lunging at police officers.”
