A carer began a “sexual” relationship with a 17-year-old after wearing hot pants and a crop top to work in a children’s residential home, a hearing was told.

Jade Fitzpatrick, 26, was reportedly spotted hugging and kissing the teenage boy who lived at the home where she worked.

The pair allegedly sparked a relationship together – and booked to go on a 200-mile trip from the home to Thorpe Park to stay in a hotel.

But concerns were raised about Fitzpatrick when the teenager damaged a car after becoming angry the trip had been called off.

A Fitness to Practice hearing was told one colleague felt Fitzpatrick wore the “inappropriate” clothing after seeing her in hot pants and a crop top.

She is facing four allegations of failing to maintain a professional boundary

The colleague also alleged they had seen the pair sitting with their legs draped across each other in Wrexham, North Wales.

The Social Care Wales panel heard Fitzpatrick, who worked for the Keys Childcare group, sent text messages to the boy saying “I love you.”

Presenting officer Graham Miles said the matter came to light when the youth damaged the car near the home.

A neighbor told a member of staff he had seen Fitzpatrick and the youth kissing and hugging several times, the hearing heard.

Mr Miles said: “She failed to maintain appropriate professional boundaries and formed an inappropriate relationship which was sexually motivated.”

The police investigated their relationship and Fitzpatrick was suspended.

Fitzpatrick, who was first registered as a carer in 2014, faces four allegations of failing to maintain a professional boundary.

The hearing was told she communicated with the teenager using a secret language which no-one else understood.

She also visited him in his room at night with the door closed, it was said.

Fitzpatrick’s former partner Matthew Griffiths, who worked as a carer for another firm, also faces allegations of dishonest conduct.

Mr Miles said Griffiths made an audio clip after placing a recorder under the teenager’s bed and played it to a colleague, the hearing heard.

He said: “It sounded like heavy breathing and people having sex.”

Griffiths was interviewed by the police and his bosses but denied making the recording.

He has admitted two allegations of lying and that his conduct was dishonest at the hearing.

But he denies failing to take appropriate action by reporting his suspicions about Fitzpatrick.

The hearing, which is being held remotely, continues.
